Add Pernod to the chilled glass, swirl to coat, and discard the excess.
Chill an Old Fashioned glass in the freezer for at least 10 minutes. Place a sugar cube in the bottom of the chilled glass.
Add a few dashes of Peychaud's bitters to the sugar cube. Add a barspoon of water and muddle until the sugar is dissolved.
Add rye whiskey and ice to a mixing glass. Stir for 20-30 seconds until well-chilled.
Strain the cocktail into the prepared glass. Garnish with a lemon twist.
